White was born in 1847 in the small town of Lyndon, Illinois. After graduating from college, he taught school for several years before moving to the Philippines in 1898 to serve as a teacher in the American colonial government. White quickly became a respected figure in the local community, and he soon used his influence to help the Filipino people in their struggle for independence from Spain.
In 1901, White was approached by a group of Filipino rebels who told him that a powerful chieftain named Macario Sakay had been kidnapped by a rival faction.
